They can't in large part to California and Gavin Newsom which is holding them hostage.

Newsom has shutdown California K-12 schools this fall (he's currently being sued by parents) and while the Universities don't have to comply with his order (he's given them guidelines) - the UC schools do get money from the State of California.

I suspect when Cal and UCLA said they're a no-go, the Pac12 wasn't going to play a season...especially if USC was also not going to play.

If schools keep freaking the frick out every time there are a handful of positive tests in the student body it's going to be the Big12/ACC/SEC changing their minds.

It isn't a difficult conclusion.

Locations that reacted appropriately have moved on with fewer cases. Places like Florida have not.

Welp. Guess we had some foresight that the Big 10 would resume. Those west coast kids will be poached for years to come since the PAC 12 probably won’t budge til November.
