No. And it is Tar Heels.

Memphis beat the 07-08 UCLA team by like 20. They were good, but don't belong in this discussion
They beat them by 12 in the Final Four and UCLA was 35-3 going into the game.
I watched that UCLA team and was shocked of their record and that they made another final four despite their record.
Their record felt like a mirage for a #1 seed.
And to answer the OP's question...despite it being outside the 20 years parameter...the obvious #1 answer of all-time is...
The 1991 UNLV team that was undefeated and looking to be back to back champs...losing by 2 points to Duke in the Final Four (which some people still believe they threw) - they destroyed the same Duke team a year before...by 40 points.

That Georgia Tech team from 2004 was really good.

Arizona might've been better. That loss to Utah was shocking.

98-99 Duke
SO STACKED SO DOMINANT obviously should've won the chip that season

Stop trying so hard please? You can stop using caps like Peej and stupid abbreviations like you’re a cool kid.

That Oklahoma runner up team awhile back led by Stacy King, Grant, etc.
That team was good.
That team was good.

The team the following year in 89 was better. They replaced Seiger with Skeeter and they also had Mullins.
The 88 team was great, but they just weren’t as versatile.
I loved that 88 team

If Wisconsin had beaten Duke they would've beaten the highest possible opposing seed in every round. That would've included wins over an elite Zona team on the West Coast on one less day of rest AND that superhuman Kentucky squad. UK and Zona finished 3 and 4 in the polls, so Wisconsin would've taken out 2-3-4 (had Grayson f'in Allen not shown up).
It would have assuredly been the toughest path a 1-seed had ever taken to win the title. Add that to the KenPom stat rankings and the overall record/RPI and yeah, you can certainly make a case for UW.

Think you have to consider 2014-15 Wisconsin.
Don't care about the downvotes on my first post, but I would assume this means people disagree. Play with me on this one.
- The 36-4 record wasn't a flash in the pan. They were returning everyone from a team coming off 30 wins and a Final Four appearance.
- They beat three of the better CBB programs, one of which was being talked about as the "greatest team" of all-time, in back-to-back-to-back NCAAT games.
- Their AdjO (129.0) is the best in the KenPom era, which spans 17 years. It took until this year's Villanova for a team to have an AdjO that eclipsed 126.1.
- Only this year's Villanova had a higher points/possession in the last 20 years.
If we're answering best teams to not win a Championship in the last 20 years, WIsconsin has a pretty good claim to be part of that group. That's difficult to debate.

Agree. They were one of my first thoughts in this thread.

I think Wisconsin got screwed by officiating in that championship game against Duke.
But Wisconsin had no business with their over the top celebrating (fueled by the fans) after the semi-final win over UK. I knew that night with all the celebrating going on that they might have difficulty revving up for the championship game.

Came to my mind as well. That team was fricking intimidating.

The mini explosion that CBS and ESPN had when they got seeded 2nd was crazy. Then TU took them out round 2.

2000 Cincinnati was as good as anyone on that list. They would have rolled to the title if Kenyon Martin didn't break his leg. That team was loaded.
