Fond memories of Alex Smith in his first playoff game totally outclassing Brees in 2011.
I'm not sure Brees/Payton underachieved - far easier argument to make 2009 was just a fluke.

What about Rodgers McCarthy? It’s still ongoing but he also only has 1 SB and 1 trip despite being “the most talented” or whatever.

I get what you're trying to say here, but calling Brees an underachiever is ridiculous.

The Payton Brees Era of the Saints has a legacy that is etched in stone forever - IMHO. Regular Season greatness. Pathetically bad in the Playoffs. That is it. End of Conversation.
When the sports conversation turns to the topic of Greatest NFL Champions of All-Time, the Payton Brees Era of the Saints should not be in the conversation.

That is a legit argument, IMHO, and, an argument that will gain momentum as the years unfold.
Whenever the sad topic of "Greatest Underachievers in NFL History" comes up in sports conversations, people will forever mention the Payton Brees Era of the NOLA Saints as a candidate, if not winner, due to the pathetic playoff performances of these two.

Both franchises have great front office support.
Brees is a significantly better quarterback than Big Ben. The Patriots played in the AFC Championship Game every season from 2011-2018. They were an unprecedented dynasty that every other team in the AFC had work around.
Therefore, the answer is Payton/Brees.
