What are some of the biggest NFL Free Agency signing let downs?

I noticed that Trae Waynes didn’t play a single snap yesterday for the Bengals, despite being healthy. Before 2020, he signed a 3 year/$42M contract. He missed all of 2020 with an injury. Even when healthy in 2021, he hasn’t been good enough to see the field and play over or split snaps with journeyman CB Eli Apple (who has admittedly been good for the bengals).
I looked it up, he’s played 243 snaps of football. He’s likely getting cut this off-season but that’s after being paid $25.8M the last 2 years, or $106,172 per snap played. For reference, if fellow CB Eli Apple made $106,172 per snap then he would have made over $100M this year.
There’s no shortage of guys who underplayed their big contract but most guys I think of at least played, albeit at a lower level. I feel like no one talks about this outside of Cincinnati, but it’s a huge money dump.
What other contracts come to mind?

One could argue Matt Flynn.
Though there’s only one starting QB spot on a roster, and that Wilson guy turned out to be pretty darn good.

The Bears giving Mike Glennon a $15M/year contract in the same offseason they drafted Trubisky has to be up there.

Not one person was let down by the Flynn signing. Bc as you mentioned, they drafted a franchise QB who won them a SB
