Should professional sports move to a "talent cap" instead of a "salary cap?"

A salary cap only functions properly on the theory that the best players will receive the highest pay. When you have some of the best players agreeing to take less pay and being part of super teams, it destroys the whole concept.
What do you think about having a talent cap instead? Players would receive grades, let's say every three years, from some league committee, and teams would be required to stay under some set limit.
If a professional league's goal is even competition and parity, would not a "talent cap" make the most sense?

Having budget limitations is completely different than limiting the amount of talent a team can have.
A young team full of talent on rookie contracts would be disassembled in your scenario simply because they have too much talent.

Plus there’s only one sport with a true hard cap. In two of the three major sports you can spend far over the soft cap if you want
