Its a joke because black people always say there's no white culture and we just take all the good parts of black culture. "Culcha" is just a quick and easy way to make fun of that sentiment when something like this happens.

Everyone with the means to leave Jackson has done so long ago.
The population has been falling steadily for 40 years and it's almost entirely due to white people fleeing the city as if it were on fire.
In 1960 the city was 40% black.
Today it's 82%.
