The line is at 90% of the cap. So, if they were 30 mil under the cap, they'd only have to shell out 18 mil to the players. I also think it's pro-rated based upon the players' salaries, so the lowest paid player wouldn't receive the same amount as the highest paid player.
In any event, it's very likely that they end up taking on salary to get to the 90% floor, while receiving assets in the process. Some team that can squeak below the tax will give up some sort of asset to get off of salary.

So far I think Boston has had the best offseason.
Not sure who has had the worst, but luckily it’s far from over. I have a feeling it’s going to involve Russell Westbrook somehow, though.

The Mavs have had a really shitty offseason. Massively misplayed the market (yet again) causing them to lose Brunson for nothing and as of now they’re pinning their hopes on a malcontent in Christian Wood who at just 26 is on his 7th team and the corpse of JaVale McGee.

Yeah this is the first year that the Pels haven't done anything at all roster wise outside of the draft and I'm totally ok with it.

Yeah, that’s a good choice. They really botched the Brunson deal and I don’t think anyone is high on McGee and Wood.

They had multiple chances to sign him during the season for half of what he got and decided to dangle him as trade bait instead. Then they acted like his signing was a forgone conclusion and neglected to do anything to keep him. Then they failed to offer him any kind of deal that would make Bruson want to stay.
Get outta here w/that Cuban pushed bs narrative that they never had a chance at keeping him. Don’t buy the crap that his offer was too high to try to keep him either. It’s a lie pushed by an owner who has yet again ended up w/egg on his face in free agency b/c he still somehow thinks he’s the smartest guy in the room.
When you are capped out you keep what talent you have and worry about it later. You don’t let a guy in his prime walk for nothing. The problem in Dallas was never Don Nelson, it was never Donnie Nelson, and it’s not going to be Nico. It’s Mark Cuban. He’s Jerry Jones w/better PR. A de facto GM who sucks as a GM.
Right now the only thing that will save their off-season is hoping a team decides to blow it up and offers them a good player for an expiring deal. So... pretty much every offseason since 2011 save for the time they were tricked into thinking they stole Parsons from Houston when that was really his agent and the Rox doing a semi collusion-esque deal to move Dwight Howard to Houston.

NglI really like McGee. The last few years he has been really impressive to me. You only gonna play him 20 mph a nite at most.

You got to ignore him. He's always a "the sky is falling" type for whatever reason, and doesn't realize Brunson was never signing here and the Knicks has long been in the cards.

Knicks got the best UFA. They added draft capital and kept flexibility. They seemed to have a plan and followed it.
The Celtics added Brogdon and Gallinari. Is that better than Brunson and Hartenstein? Which pair would you rather?

he Hasn’t been able to put up 20mpg since 2018 and in this years playoffs he was played right off the court getting 11mpg. The Suns who needed his rebounding against Dallas weren’t willing to play him so I don’t see how it’ll be any different now that he’s in Dallas.
