How may titles have they won in a row this millennia? How many final 4’s?
Yes they’ve won the big12 since the earth was born but isn’t that more a regional thing than a dynasty?

UCLA has 11 National Championships and had the most dominant era ever in College Basketball under Wooden.
Kentucky has 8 National Championships, is the winningest program in college basketball, and has won a championship under multiple coaches in 5 different decades (6 if you count their 30s Helms Title).

I was considering these facts just last week.
Eight championships does stack up well against eleven, and the fact that Kentucky had four National Championships before UCLA won their first one, and that Kentucky has for the most part maintained a certain amount excellence for eight decades now, certainly defines what a Blue Blood program is.
We will never see a run like UCLA's ever again, but I think at least and argument could crafted that Kentucky could be considered the greatest dynasty in basketball, all things considered.
Trivia: Who was the leading scorer of Kentucky's '58 NC team.
