Is it a catch? (Snow related)

In today’s game between buffalo and Indy, there were 3-7 inches of snow on the field. Let’s say a QB made a low throw to a WR. If the WR makes the catch and the ball touches the snow but not the turf, is it a catch? I’m thinking yes.

If you wanna get really deep, anytime it’s raining the ball never really hits the grass either, it just skips off the water on top of the grass.

If someone throws a program onto the field and a ball is thrown onto it, is the ball still live?
