At his peak? Yes.

Eta: Not sure why the downvotes. Peak Gronk is the best TE to ever play. Problem was his longevity and availability.

I would take Gonzales over Gronk. I would also argue that Antonio Gates might be better than Gronk as well. Gates is 5th or 6th for all-time TD receptions for all positions.
