How often has a team gone from making the playoffs to winning the lottery the next year?

Weren’t the Magic almost last in the league #1 take Shaq go 41-41 then with only 1 ping pong ball get the #1 next year take Penny and make the finals? If I’m remembering it right that’s a pretty fast turn around built on pure luck
