If by anything else you mean anything not considered athletic equipment related to his play, rehab, or training, you'd be right.

You couldn't because you are likely considered a booster. But if he's on a school or ncaa sponsored trip, the school(or it's affiliates), the venue, or the event sponsor could supply it as part of the event related activities. And the school can, on or around campus, as part of the athletic facilities and if a player is on scholarship they will have a meal plan that allows them to get one from the cafeteria or any food vendor that takes the schools meal vouchers/points toward payment.
