High school sports only allowed 25 percent attendance per JBE

How do you determine the official "capacity" for a high school stadium? A lot of high schools have fans standing all around it and not in actual seats. Is this based on how many the fire marshall will allow in or how many seats the bleachers are equipped for?

In Texas
Our local high school stadium has a seating capacity of 7,000.
We were told that each player would be allocated two tickets for family and then they would have some extras available if they deem safe.
I'm sure we could spread 4 thousand out on both sides and stay 6ft apart.

I heard the 25% for football but didn’t hear anything about indoor sports like volleyball.

High school coaches have already said the 25 percent is a “recommendation”. Several schools plan on sticking with 50 percent
