According to the article, he's being "ordered" to do it by the owners Jerry threatened to sue and it's not so much a fine as it is a "reimburse us, dickhead" directive.

Interesting thing to do with discovery happening in the Kaepernick collusion case on-going. Just saying. 
If Goodell does this, he's a moron and is just making another another potential Al Davis who will cause problems just for the fun of it.
With all the trouble going on with the NFL (bad ratings, incompetence), why court more bad publicity?

Cuban was fined for saying he's cool with his team tanking, not the sexual harassment stuff.
And Jones would be getting fined for threatening half a dozen other owners with a lawsuit, not merely for trying to block Goodell from getting an extension.
