I don't think that's a proper interpretation of the rule. Basically saying that if you're out of control, you're supposed to be in control. Based on that logic there should be about 15 penalties a race.

I don't know if there is an appeals process but hopefully Ferrari goes that route.

The penalty was absolutely justified. Vettel folded under the pressure of Ham. It isn't just about where Vettel came back, it was his fault for losing control heading into the breaking zone instead of having to slow down for a proper corner which would have given Ham the chance to overtake.

They said during the race that it can’t be appealed.
I get both sides of it. I didn’t want there to be a penalty. But I’m not convinced that he didn’t also purposely go wide a little bit.
Loved moving the place markers after the race.
Lewis is all class though. Very cool of him to pull Vettel up on the podium spot.

Losing control in the braking zone isn't a penalty. If Seb came back on track and hit the wall he wouldn't have been penalized. It would have been a racing incident. Think about that for a second. This is one area F1 really needs to fix.

It is when you gain an advantage. Just like blowing a chicane, passing and having to give the position back. He can't blow the corner, lose control and push another driver off the track causing him to lose momentum.

yes, that's why the steward's levied a penalty. If Lewis isn't pushed off the track and overtakes, there wouldn't be a penalty.

What happened seems to be definition of racing incident. Hamilton had a line around him and instead went racing line and gave him the space.
I won't say the penalty was unjustified, but it was a shite penalty. Especially 5 seconds.

A 5 second penalty pushed him to 3rd. Penalized him two spots. Way too harsh a penalty.
