Defensive Penalties Enforced on Ensuing Kickoff

This needs to change since nearly all kickoffs are now touchbacks.
Personal foul on an extra point is enforced on the kickoff. The kicking team kicks from midfield and boots the ball into the stands. Kickoff results in touchback and the originally offending team is no worse for wear.

Could make it so a touchback comes out to the 20 if the receiving team doesn't touch it and the 25 if they down it.
Then at least there's a difference. Plus it encourages deep kicks and discourages returns (which the league wants for safety).
