On Monday the California State Assembly unanimously passed a bill that will allow college athletes to seek endorsements and profit from the use of their name, image and likeness. Earlier this year, two California state senators introduced a bill known as the "Fair Pay to Play" Act. The State Senate approved the bill in June; this week it passed 72-0 in the Assembly, with seven members abstaining. Because the measure was amended after it passed the State Senate, it will need to return, although it is expected to pass, before heading to Governor Gavin Newsom. Should all parties pass the bill—or if Newsom decides not to vote—it will go into effect on Jan. 1, 2023. Under the bill, individual schools would not pay athletes. However, students could seek agents and representation for business opportunities without losing eligibility, similar to the framework for Olympic athletes. Students would also retain the rights to their name and image on apparel. Other parts of the deal would still need to be worked out by the schools by the 2023 deadline.

As of Tuesday morning, the NCAA has not commented on the matter. After the bill passed the State Senate in the summer, NCAA president Mark Emmert wrote that his organization would considering banning California schools from its championships should the act pass in its current form. “We recognize all of the efforts that have been undertaken to develop this bill in the context of complex issues related to the current collegiate model that have been the subject of litigation and much national debate,” Emmert wrote to lawmakers. “Nonetheless, when contrasted with current NCAA rules, as drafted the bill threatens to alter materially the principles of intercollegiate athletics and create local differences that would make it impossible to host fair national championships. As a result, it likely would have a negative impact on the exact student athletes it intends to assist.” However, Emmert, no stranger to controversy, has seen a wave of opposition from the likes of NBA superstar LeBron James and presidential candidate Bernie Sanders, both who tweeted out support of the bill. "College athletes can responsibly get paid for what they do and the billions they create," James said. "California can change the game. This is only right waaaayy overdue." Added Sanders: "College athletes are workers. Pay them." There are 23 Division I schools in the Golden State, four of which belong to the Pac-12, one of the "power five" NCAA conferences. In May, the Stanford men's golf team won its ninth national championship.

Obviously Emmert is bluffing.

This could be the step that really changed the dynamics of college football and basketball by shifting the money from under the table out into the open.

If NCAA athletes are considered employees, does it then make their scholarships taxable?

The only teams would be USC, UCLA, Cal, Stanford, Fresno State, San Jose State, and San Diego State.

It’s better than nothing

And somehow the Pac-12 still wouldn't make the playoff

It's a terrible idea. Its going to make the cheating and paying of players under the table and even more out of control

If the California schools secede from the NCAA and allow athletes to take outside money, they'll pull in a lot of blue chips and be able to land a decent TV contract. Plus other states will get on board.

it doesn't say all college athletes should be paid. just the one's that people want to pay. that's fair. i agree that most college athletes shouldn't be paid. they aren't worth much, however, some are. they should be compensated. mostly be football and basketball players.

i don't agree with fricking the kids over that can make money for the supposed sanctity of the sport. it's already dirty.

the one thing that's been a huge holdup to paying college athletes that are worth it, is that all the sports want to be paid too. this is silly and this law will let everyone know what theyre worth.

no one gives a shite about college athletes outside of football and basketball for the most part.

You have football coaches earning millions every year... Why shouldn't the athletes be paid as well?

And all this bill does is allow the individual to profit from his name.

Shouldn't that be something we could all get behind?

I 100% support. If a normal student can do it, so should an athlete.

Also, get ready for all BR car dealerships and law offices to now have football spokesmen

This has nothing to do with anything but I do think anybody should be able to profit off of their own likeness.

It's a can of worms. 18 year old kids aren't going to handle their endorsement deals....if only there was some middle man with an expertise in negotiating deals on behalf of his client for a portion of his earnings. What would we call that?

And which companies are going to be after endorsement deals for college athletes? Nike, Jordan, Adidas etc. We already know Addias was involved in bribes to steer basketball recruits to certain schools. Can't see this setup being any different. Opens up shady money to steer recruits to school X under the guise of an endorsement deal.

They can, they just can't continue to compete in AMATEUR athletics.

I have never understood why so many conservative capitalists are clinging so tightly onto a system that is so clearly socialist.

It really makes very little sense.
