He was one of the greatest personnel managers in NFL history.
Miami Dolphins (1970’s):
He was the Director of Player Personnel during the Dolphins back-to-back Super Bowl victories, including their undefeated season.
Washington Redskins (1980’s):
He then became General Manager of the Redskins during the Joe Gibbs era. They won two Super Bowl under his tenure, and he was largely responsible for building their third SB team in ‘91.
San Diego Chargers (1990’s):
He then became GM of the Chargers in the 90’s, and built their 1994 team that made the Super Bowl with Stan Humphries.

I was too young for his Dolphins and Redskins tenures, but I do remember him as a big name in NFL circles during the 90’s.
I never understood why he was held in such high regard at the time because the Chargers were not an elite team.
It wasn’t until years later that I became aware of his heyday during the 70’s and 80’s.

To be fair, Joe Thomas was the one who built those great Dolphin teams of the early 70s. He got into it with Joe Robbie over his contract (Robbie was a notorious skinflint. That's why Zonk, Kiick and Warfield left for the WFL). Beathard took over in '72. Beathard kept the Dolphins going through the 70s after the great dynasty had gotten old. Then he left for the Skins.
Joe Thomas is an overlooked NFL personnel guy. Built those Viking teams of the late 60s with his drafting early in the decade. Goes to the expansion Dolphins and made them the best team in the league in 6-7 years. After his money squabble with Robbie, he went to the Colts. Turned them around from an old team to playoff contender. Drafted a guy you may have heard of - Bert Jones.
