Best pro teams to never win a championship in multiple stints?

I put the premise as teams who were great for multiple years and never won one. So, don't include the 16-0 Patriots and other teams like that. I am talking about the ones who were always on top and then just fell short consistently in the biggest games.
Bills 1989-1992
SuperSonics 1995-1996
Jazz 1996-1999
Braves 1991-1994 & 1996-2003
What else ya got?

Alabama had a lot of 1 loss seasons in the 70s before finally winning titles at the end of the decade.
FSU had a similar run in the 90s between its titles.

Chargers had a lot of good teams with tough playoff losses with Tomlinson in the mid 2000's
This one is more recent, but I'm still not sure how OKC didn't win at least one title

2010 was an Eric Reid injury way from only losing to cam newton.
All of the Marc richt era at UGA.

1995-1999 Cleveland Indians
They made five consecutive playoff appearances. In 1995, they won 100 games in a shortened 144 game season. In 1996, they won 99 games. In 1997, they went to the World Series. In 1998, they took a 114-win Yankees team to six games in the ALCS. The Yankees swept the other two teams they played in the postseason. And the 1999 Indians are the only team to score 1000+ runs in a season since 1950. They are the best pro sports team not to win a championship.

So you leave '95 out because it doesn't fit your premise? I understand that the Braves had a monster run of being very good and having very little to show for it, but they did win ONE.
ETA: Mariners: '97-'03. Two sub .500 seasons in '98 and '99, but 90+ wins every other season. Only 3 playoff appearances, two ALCS appearances including the '01 season where they tied the record for most wins in the regular season.

Brooklyn lost 5 World Series to the Yankees in the decade or so before finally winning in 1955.

I can't believe the Roy Halladay/Cliff Lee Phillies didn't win a championship.
Their 2011 rotation was:
Halladay 2.35 ERA
Lee 2.40
Hamels 2.79
Oswalt 3.69
Worley 3.01
Not sure it fits the "multiple stints" criteria since Halladay went to shite in 2012.
