Tee Higgins stylin
If the tag him with the Franchise tag, they'd have to pay around $24-$26 million a year to Higgins, and they can't afford it after giving Burrow a $55 million a year contract. So they could trade into the draft and have some cap space to bring over a good fill-in talent while they fill their needs in the draft.

No one is giving up a 1st round pick to pick up Tee Higgins for half of the 2023 season
