This basically has been a thing since… 2018? I remember pass rushers started to do more strips of the QB than actually sacking him because of the penalties. Clay Matthews lost the Packers 2 games in 3 weeks it felt like.

QBs are now considered defenseless if they are in the act of passing apparently
so based on that definition anyone who sacks a QB is guilty of a personal foul and sack him twice and your booted from the game because 2 personal fouls equals you will be removed from the game by officials

Honestly if such a thing as a a “defenseless player” exists, then a QB passing a ball would be one.
No less so than a punter punting, or a WR catching a ball.
That being said, by accurately defining it in this scenario, it highlights the absurdity of the category overall.

I don't think most of you understand the rule. This is for forcible contact to the head and neck area of a defenseless player, not general contact, tackling, etc. It's just an addition to the many types of movements that qualify as a defenseless player.
For example, if a QB is in the throwing motion, but gets tackled in the chest, that is still not targeting. Hitting any player with the crown of the helmet at any time has always been targeting. What is new is contact such as a shoulder to the head/neck while he is in a throwing posture would now be targeting because he is defenseless. He was already defenseless while throwing or just after throwing under prior rules. This is a rather small change.

No, not at all. You can drill him in the midsection as hard as you want as long as it's not with the crown of the helmet.

Upper chest is not the head or neck area. If a ref is calling that then they are wrong. Lead with the crown of the helmet to the upper chest (or anywhere) and it is targeting.

QB's have always been considered defenseless in the act of passing, and therefore hits to the head or neck area were considered targeting. The new rule just adds passing posture to it. It's honestly not that big of a change.
