When is a good time to get into bond funds?

In my non-retirement/401k investments, i have about 10% in bond funds and a lot of index mutual funds. I would like to move cash into the bond funds, but i'm worried about rising interest rates knocking down their worth in the near future. Should i at least wait for the next rate hike? Thanks.

You should diversify based on your retirement date/goals and not try to time the market.

Well technically it is retirement but outside my 401k since that is capped.

I would say not right now. If you must I would focus on short term or floating rate.

There's no way to know of course.
If you're worried about rate increases you could get a fund that focuses on short-term bonds instead of long-term. But even then you're trying to outguess the biggest market in the world.

To be honest, I would consider getting clever about your diversification in your non retirement investments (Assuming not tax advantaged).
Consider: There are equities you can purchase that have similar interest rate sensitivities as bonds but the income isn't taxed at your marginal rate. VPU is one that I like.
My only bond holdings in a non tax advantaged account are holds that act as a low hanging fruit in emergency situations.

You should have bonds in the 401k and tax efficient stock funds on the outside.
