I'm having a world of problems getting my late Father's 2017 1040 refund. The IRS sent a letter in April announcing an amended refund (increase) in value. Here are the general details:
- Amount is ~2500
- Discussed on 5 different occasions since April with a live agent on the phone the issue.
- Beginning receiving a "window" the refund office would take up the case
- Each agent I spoke to could only file a referral to the refund office. IOW, the agent can not speak to someone in the refund offices. She did confirm there was a manual hold on the refund, i.e. someone needs to release the refund.
- There was an issue with his 2016 return (underpayment) that has been rectified months ago.
- I filed an 8821 (and faxed) no less than 5 different times to give permission (from Mom) to authorize the agent to LOOK at the account.
- My latest window closes Sept 22. There is a message on the IRS Refund website for his account saying they are processing it now.
Questions.
1. Would it do any good to visit the local Mississippi IRS office?
2. Are there any more suggested steps I can take?

Call Taxpayer Advocate at 1-877-777-4778
They are perfect for situations like this.
Did your father file jointly with your mother?
You will likely need to send the advocate the 8821 as well.

Pull an account transcript for both years and see if you see any reason for the hold.
