It was always $18 billion, media never reports real numbers. And yes Carmon Creek is a go and Franklin as of Thurs is too

They probably was tipped off by their folks south of the border - The Mexican senate just proposed legislation to allow folks other than Pemex (their own oil company - state owned) to explore and develop fields - Exxon and Chevron has already did the foreplay - a barrel of oil could head south pretty quick - Mexico has some potential reserves that are (a gamble) quiet large - this will still keep diesel 75 cents higher than gas per gallon.

They have cancelled a bunch of projects lately including a huge campus like the ones in Houston and Chesapeake's in OK that was going to be built in Mand/Cov area.

It means it could go up when you have increasing demand plus exports by 2015-2016. It's a risk factor.
