Louisiana CPAs - LA Tax notices

Are your clients receiving an usually larger amount of notices from the state this year? I have received many with errors on the states end.

I've heard the LDR is in shambles so that wouldn't surprise me. I'm glad I'm out of it this tax season.

It's a mess. Getting notices on returns with less than 2 weeks of processing and all with errors on the states part. I have not had time to make any inquiries as to WTF is going on.

There are at least three major issues I can identify:
1) They ran some program that compared the federal tax deduction taking on 2012 state returns with the tax liability from 2012 federal returns by tapping into IRS info. However, they screwed up the programming, and they are using the wrong line from the IRS data. When computing the LA deduction, you are allowed to add to the actual tax paid certain credits, and the match program they used did not allow for that. Because it is an automated system, it sent out tons of notices. They are all incorrect. In addition, if you had an overpayment on 2012 that was applied to 2013, the system automatically reversed that, and is now sending bills for 2013.
2) For returns filed after June 30, 2015, that required an adjustment in certain state credits, it appears that even if you reduced the credit properly AND attached the documentation, the state is ignoring / did not get the documentation and is making a further adjustment.
3) Despite sending in all of the information required, just about every solar panel credit is getting a request to re-send the info.

One thing is certain, it's a programming error. There is now way, NO WAY, someone at the LDR is personally checking these returns in less than 2 weeks of filing.

LDR is an absolute cluster - and they haven't even gotten to the split 2015 year, much less whatever changes come into play from the special session and this year's regular session. It's going to be fun.

LDR, just on Friday, approved CCH to e-file the LA corp return. They hadn't approved ANY vendors as of about a week and a half ago.

I had 2 clients get a letter this week, 6 last and 1 the week before that. I probably have more because of the ones who won't open it until a few months from now.

I still can't e-file LA corporate returns. And on paper corporate returns, I'm having to make hard overrides because the crap is so messed up.
Thankfully, very, very few of our individual clients want to paper file.

I've seen a few of #1. Especially the overpayment carry forward. A headache to deal with. Also had a few clients that filed after 6/30/15 and we still tried to sneak the credit for taxes paid to other states (in particular TX franchise taxes) but they caught it.

This is one that pisses me off. Texas can call it whatever the hell they want - it's effectively a tax on income. But because they don't call it that and because it's calculated a bit differently, LA won't recognize it.

I never thought I would see the day where Lacerte was ahead of CCH. But CCH has been horrific this year. Their end user support has absolutely gone off the table. I never used to have to wait more than 5 minute to get someone on the line, now it's no less than 30 per call. Plus with their ridiculous batch update system, even though CCH was approved for e-file on Friday afternoon, we still don't have the capability.
