Just received word via my back office channels. I don't know if it has been announced publicly yet, but the 5th Circuit Court (New Orleans) rule on it several weeks ago.

IMO, it doesn't really matter at this point. The big boys have already made their changes, and they aren't going back. The SEC will be out with their own more comprehensive version at some point.
