Why didn’t they check if he touched the plate?

The runner gave himself up walking to dugout. That’s an out. I think his foot crossed above the plate. Didn’t touch.

Once you give urself up u are out. He took three steps to dugout and was almost out the circle before going back. That’s an out.

Can you post that rule for me? I’m not sure I’ve ever heard that but it’s been decades since I played any organized baseball or even softball for that matter
