Plenty of people understand the concept. we can only take them for their word. just let it be, sheesh. we have a damn good shot at landing latz and mac.

I think you are the one that does not understand.
They can't draft 40 people for a total pool of say 3m and still spend 3m if they only sign 20. Theaallotment for a player goes away from the pool if that specific player is not signed. They loose that slots allotment and their pool is reduced.
Now, if a slot is allotted 400k and they sign that slotted player for 300k, they can use the 100k different on another player.
This does not account for going over and paying the tax

I admit I haven't spent time looking up the draft rules but his explanation makes sense. Otherwise a team could draft a player knowing they won't offer him enough money to sign him just so they can use that slot's allotment to spread out to other draftees.
It's also my perception that one of the reasons there are supplemental rounds after the first three rounds is to compensate teams for not signing players who they drafted in the previous year. That's because they, in effect, lose the slotted amount for those drafted previously plus they don't get the player they drafted early.

Any player that you don't sign in the top 10, you forfeit that amount from your pool.

It's true but it only applies to the first 10 rounds because that's what the pool is based on.
From round 11 on the "slot" is 100K but it isn't included in the pool. Any amount over 100 in those rounds does count against the team's pool.
I think the Astros will be able to put a 7 figure offer in front of Marshall.

Because they're already saved 1.4 million in their pool on Aiken and they probably only have one pick in the first 10 rounds that will require an over slot offer (the 6th round pick). So they really only need to find about 500K more in savings to be able to offer both Marshall and the 6th round pick about a million. Whether or not that is enough to sign either is a different question.

The Astros have 1.42 million surplus right now. If they offer Nix 700,000 (350,000 over slot), they will be able to offer Marshall over a million.
