Did you miss the press conference bro? He said he went out and hired the best.. and it didn't work. So obviously Steve was second best and has now been promoted to the best.

Coach O can’t evaluate who is or who is not a good coordinator. All he knows is people he has worked with.

Honestly? Yeah, he probably did, but he knew that everyone would lose their damn minds if he tried to promote him. Making a "big name" hire was required because making a big name hire at the HC level did not happen.
For the record, I think Ensminger will be fine. The problem has been less about the OC and more about the OL and QB development. Develop one of these young QBs and put some protection in front of him and (insert name of OC here) will look like a genius.
Oh and please get us a fricking QB coach (finally) and a ST coach.
