I didn't see/hear the comment so I don't know the context...
but I'm going to assume it was in reference to missing out on Surtain/Goodrich/Foster..
It certainly sounds like O to rationalize by implying the primary recruiters told him so and so was coming and they ended up not coming.
Even though it's his job to vet it in the end and make future decisions based on that decision anyway...
