Basketball rules question: Regarding inbounds of ball

When inbounding the ball a player has 5 seconds to pass the ball inbounds. As far as my understanding the 5 second count does not stop until ball is touched by legal player in play area. If ball is not touched by player inbounds within 5 seconds ball is turned over to other team. Is this correct?
If this is correct, here is my issue with certain things players do when trying to conserve time. Ball is passed in bounds and player allows ball to roll down court for several seconds before picking it up. Since the clock doesn't start until he picks up the ball a few seconds is saved. But, since the ball has not been touched by a legal player inbounds doesn't the 5 second inbound count continue? Or shouldn't it?

I think it’s 5 seconds to leave the inbounders hands.

Yes John. You can't throw the ball the length of the court, out of bounds, and expect the clock to start.

I've watched college bb for 40 years, and your understanding of the rule is how it USED to be. Somewhere over the years it has been changed to when the ball is released by the inbounder.

John Williams thinking the clock started when he released the ball isn't what I am asking about. Old reference, but no, not applicable here.

I may be incorrect...but I believe
we have 2 issues..
the 5 sec for a player to INBOUND the ball
that settles whether it was inbounded in time.

then when does the clock start
I believe it is when the ball is touched by a player.

5 seconds to make the actual pass (when it leaves the in-bounder's hands
