You could be right but you also could be wrong. Jacoby may have been falling away from that tag there.
Without a doubt that should have been called safe regardless of this photo.
ETA Also does it not look like the glove is swiping toward the camera there.....I think if he hadn't already tagged him before that shot was taken (which is another unknown) that he didn't tag him that point or after IMO.
