There are zero plans, as it stands, to expand the 85 limit.
There has not been an increase on the 25 either and is pointless (across Div-I) if the 85 doesn't expand.
To be fair to the incoming recruits, 2021 AND 2022, it should be expanded. It's not about Jrs and Srs that need that, it is the new recruits that just might feel the pinch.
Those high 3*'s that often determine seasons (because that's your depth) just might not be able to find schools.
The San Jose St's and Toledo's will benefit if that's the case however. Their talent level will improve just by having a bigger talent pool coming knocking because those guys couldn't find room at the inn of P5 teams.

With seniors not counting next year won’t be the problem. It’s the years after that.
Only "extra" scholarships are that current srs just won't count. The "current" rostered players(rising srs down to true freshmen) are what attribute to the 85 number and will again next season. After next season everything squares back up. 85/25(81/25 for us a couple of years) unless changes are made which is doubtful
