Question about recruiting in the NIL landscape

I admit I don’t follow recruiting all that closely. But seems from reading this site, LSU is not recruiting well and we are losing kids to Texas schools among others. Also seems like a lot of this is NIL related. So…
How can LSU combat this, what real resources do we have to pay kids more?
Recruiting has basically become free agency for high school kids.
How does LSU compete with schools who can pay more?
What is the coaches role in getting kids paid to sign with LSU?
We all know that what NIL was intended to be and what it actually is are light years apart. How does LSU recruit effectively in this new world?
Looking for legitimate answers and thoughts, not more melting like the Rant.

It's not as bad as the chicken littles on this site are saying it is.
We've got 8 of the top 10 in Louisiana.
One of the top 10 is a CB going to Florida, and we have 2 CB's in this class that are better than him, maybe even 3.
The other top 10 we lost is a DT. That sucks, because we need 3 high school recruits at that position in this class. Maybe we could have gotten him if we had a d-line coach, but by all accounts his momma hates LSU and he let her make the decision for him.
This Louisiana class is a little down, so that also explains some trouble.
Aside from defensive line, this is a great depth class that will help build the kind of roster we need to get back to the playoff.
Defensive coaching is a much bigger problem than recruiting right now.

The only way to compete financially is for the NCAA to put cap on the amount a school can spend on a player.

Is it really an NIL issue if we're losing a Texas DE to a Texas school, and the only 2 top ten players in Louisiana that we didn't get won't even take phone calls from LSU?

I also wish I knew the in the building workings of LSU football and NIL. According to reports Jacoby Matthews from Ponchatoula loved LSU but A&M bought him for $384k. Is that like a signing bonus in the NFL? I'm assuming so. With Kelly/Sloan hot after the #1 player in the country in 2025, QB Underwood from Michigan do we go $1 million plus? Because someone will. I don't have a clue other than the Jacoby Matthews situation.
