Armadillo seems unlikely I’m in the middle of Houston but maybe it’s possible

This looks almost exactly like what the squirrels are doing to my yard. Burying acorns.

Another vote for squirrels.

There are coyotes in the middle of Houston. Armadillos are everywhere. If you have trees nearby I’d say squirrels. If the digging is also in the flower beds or the deep enough that grass roots are showing, armadillo.
Edit to add news story about coyotes in the city:
Rice University warns students about coyotes

Squirrel. Your pic even has an acorn right next to hole.

Congrats, you will have little water oak saplings coming up soon

Squirrel or maybe even Blue Jays. Neighbor behind us has a peanut thing for squirrels. The blue jays will get them, bring to the yard or lemon trees in giant planters and peck them into the ground.

If you within a few miles of the bayou, there is a good bet coyotes are hunting stray cats
