Water Heater Burnt Wires (update)

Upper thermostat wires were discovered burnt when I checked it.

Is the whole thing toast?

Update:

Plumber came by today, just needed an element change.

Probably not the whole thing but I would be serious on trying to figure out whether the heat came from over-current/over-voltage or exposure to a heating element not properly insulated.
