I some low spots in my yard that that need to be leveled. Is sand or dirt better? Also, I don't need that much. Can I buy in bags like mulch or a half scoop?

Sand for shallow, dirt for deeper fill.
You can buy it in bags but it’s more expensive. You can also get a truckload or trailer load from many places.

You in south LA? If so, I would use mason sand simply because of fears of introducing torpedo grass into your lawn with river silt, etc. you can add up to 2 inches and existing grass will grow through, any deeper you may smother the grass. Once grass grows through you can come back and add more, never exceeding 2 inches. Now if you are in an area where torpedo grass is not an issue, then river silt would be fine. Fill dirt is not trucked long distances - at least I don’t think - and usually comes from sources close to where one lives.
Don’t use mulch - organic matter that will rot over time, this will not fix your low spot problem.

I am in Lafayette area. The depth will probably require dirt.

Then I’d say river silt or river sand - pretty much the same thing, combination of sand, silt and clay. You can email your LSU AgCenter parish extension agent and ask if sources of fill dirt from river systems in the Lafayette area are free of torpedo grass.
