I've got 'em on our small orange tree. The oranges still look fine. Do I NEED to treat for them or is it more of an annoyance? I assume Neem or an ag soap is what to use if I do treat.

This. Unless they are so bad that they’re destroying most of the foliage on your tree. Neem is effective against them and may other things. Definitely couldn’t hurt to spray it. Just don’t spray neem in direct sunlight cause it could burn your foliage. Spray late afternoon when the sun is going down.

mix 50/50 dish soap and water then spray the tree well, especially under the leaves. they hate the soap taste and will leave. it also keeps most other nibbling bugs off your trees but you have to reapply after it rains or at least once a week

Get a spray with Spinosad as the main ingredient. Monterey makes a good one. This worked well for my Young citrus trees.
