Install Clay Plant Pots to Concrete
I've got a set of stairs leading up to my patio that I want to install two clay pots w/ plants but I want to secure the pots so no one steals/pushes over.

What's the best way to do this?

Not having much luck googling the right silicone, would you mind expanding on what exactly it is/does?

Buy some powergrab. It's some good stuff and you will have to break the pot to get it off of the concrete when it drys.

Make sure the pots can still drain.

go to home depot and get liquid nails construction adhesive

it will be as strong as if it was poured into the concrete but can still be removed and sanded down later if you ever change your mind or want different style pots

I don't know about liquid nails, if it's not applied to wood it usually comes unglued from concrete eventually. However like you said that would be a good thing if it's temporary.
