Fluorescent Lighting Issue

I’ve got some fluorescent lighting (u shaped bulbs) at the office that are giving me issues.
Only one side will work at a time. Side A can be lit, but when I put a bulb that I know works in side B, side B doesn’t come on.
When side B is lit, I can put a good bulb in side A, but side A doesn’t come on.
Any advice? Ballast going bad?

Probably, get some LED’s and bypass the ballast

Thats what I usually do, but check the price of a new LED fixture while you're at it.

The lamps themselves would still be cheaper, but you can get a quality 2x2 flat panel in the $50-60 range
