Is that graphite or steel painted black or something else?

Painted. Lots of manufactures going with the colored shafts recently

Painted steel. It's starting to become more common

Make putter shaft black
The link above describes the process of getting black tubular shrink wrap (used for securing electrical wires) and putting if on your putter shaft using a heat gun to shrink it to fit. The process looks easy and the results are nice. It does requiring pulling your grip off for the application. I just ordered some shrink wrap this morning to give it a try.
It is pretty cheap since it only costs a few bucks and . . . I’m hoping I like it so it saves me from buying another new putter I’ve been eyeing that has a black shaft and costs $300
