I downloaded it, but every time I try to leave Metropolis PD it says I need the full game access this area.

The way they have their downloading set up is that you download an initial 5GB, that gets you into character creater and the safe houses while the next 7GB downloads. Once it's all dl'd (which apparently takes quite a while depending on your connection) you will have access to everything up through the T2 stuff (Fortress of Solitude raids).

There are ways to get gear beyond T2 if your a Freemium player, but it's easier if you just buy the DLC's or subscribe ;)

Yup, but the PS3's hardware was so limited that it's suffered from more and more glitches as the game has grown. The PS3 also doesn't have nearly as good graphics. With the PS4 rollout they upgraded the PC graphics and the PS4 now has that same graphics package (example: the Earth from the WT is hi-res instead of the old low-res it's been since launch).
