Yes it is targeted a lot because it's become an easy target, but it's an easy target for a reason. The fact that it's been so subsidized has lead to it being put into everything which makes us expect everything to be sweet. I went to Japan once and was stunned at their idea of sweets. I literally got served a cherry tomato for dessert once, because they're apparently considered sweet, and a very common sweet there is red bean paste (mashed red beans with sweetener added), it's like their version of strawberry jelly Even Mexican sweet breads are much less sweet than ours, it's basically regular bread with a sugar coating as opposed to American style where in addition to a sweet frosting we add sweetness to the bread as well. HFCS and the government's role in helping it get added to so many foods is most definitely a legit villain when it comes to why America has gotten so damned fat.
This would all be true without corn.

Corn is in everything because it's cheap and easy to grow. It's like using spit when your bottle of lube is all the way in the other room.

corn starch is also used as a binder to make charcoal briquettes

Didn't know that. Knew that Henry Ford invented briquettes.
