If you consider the start of Tony's seafood being when they began from sellings fruit off the side of the road then maybe.

Who considers Tony's a "restaurant"?

My money is on PasTime, but might it be considered more bar than restaurant?

Jay's BBQ
their original location has been closed for decades.

the correct answer is between pastimes and fleur de lis.... frosttop closed for a brief period and then was reopened by new owners so they are DQ'd......

Louies wins for oldest not in it's original location
