Have Stafford as the current QB1.

Joe Burrow
Andy Dalton
Teddy Bridgewater (I already have but the others are on the WW).

I don’t know about the rest of the year, but I will say that next week when Stafford has a really tough matchup with Indy, Bridgewater has Atlanta.

That's the hesitancy. Beyond that I think he's not a bad QB2.

I'm in a 2 QB league and really tempted to grab Tua off of waivers.. surprised he's still there honestly.
Would have to drop one of Stafford, Burrow, or Herbert though, as we can only roster 3 QBs
Stafford's been average at best but has a decent floor and provides stability if the rest of your team is good. Burrow/Herbert have been great and have gotten me most of my points to win the week.
Out of that group I'd roll with Burrow but wouldn't fault someone for wanting to throw a dart with Tua for the high upside/ceiling.

I picked Tua up, but he's going to have to do better than Burrow for me to start him.
