Nobody expressed any objections regarding the new committee members, so I am going to go ahead and put those names down officially:
1. MWG

4. Swamie
5. Cwill
These five owners will be responsible for settling any rules disputes that are not specifically referred to in the rule book.

On to new rules...
Since it was just mentioned last week, let's discuss the idea of adding a 50 game limit to the current 150 IP limit for pitchers to retain minor league eligibility.
Are we prepared to vote on that as it is written above, or do we need to discuss further?

now we are ok changing rules or settings that affect a teams built in strategy ?
Before we couldn’t change this or that “because I would’ve drafted or built my team differently”

That was for a scoring category change. This is a little different, IMO. However, I do see your point.

Yeah i don't think that would be something you could enact right away, since people have already made roster cuts with the current rules in place.
It does seem odd that an all star like Josh Hader can be toggled back and forth between the minors and majors. I feel like a tweak needs to be done to account for that in upcoming seasons (starting in 2020 of course).

The IRL rookie eligibility is 50 IP, so it is indeed high

It's also 130 AB, so we're pretty close to triple in both hitting and pitching.

So the rule would be styled:
Minor League Eligibility:
Pitching: Career+Current regular season total IP is >= 150 or Career+Current regular season total game appearances >= 50, whichever occurs first. Makes ineligible if met.
Minor League Eligibility:
Pitching: Career+Current regular season total IP is >= 150 or Career+Current regular season total game appearances >= 50, whichever occurs first. Makes ineligible if met.

A player will no longer be minor league eligible once he reaches 50 career games or 150 career IP, whichever comes first.
