I think Payton made a promise to Taysom and also wanted to get a real chance to evaluate him, I think that “evidence” can be ignored.

if Jameis really couldn’t beat out Taysom as you say, then yes they’d probably pick Teddy over Jameis. But I don’t think it was a case of Jameis being unable to beat out Taysom, but rather that Payton wanted to evaluate Taysom and promised him a chance.
