Xbox live family plan?

I have 4 boys, each has their own Xbox. Is there something I can pay for for all of them to have Xbox live or do I just need to keep paying for each of them to have their own live account.

If you have an outlook or hotmail account of your own you can then add them as children under your “parent” account. You will be able to share Gold at that point.

they can also share downloaded games across multiple Xboxes. I know it works in our household with 2 Xboxes but I'm not sure about 4.

The sharing only works with 2 consoles. You make one your home console. Anyone that logs into the home console can play any downloaded games on it, without the original master account being logged in.
In my scenario - The kids XBOX is the home console. I login on it to download games and that is it. They do not have GamePass or Live Gold, I have it only. Another way of saying it, your Live/Gamepass memberships follow your login and can be used on any Xbox you login to. You can also grant that functionality to a singular Xbox as well. Just one and you can only change it a couple times a year.
This allows us to have one membership and use across 2 Xbox. This is where Microsoft drops the ball though. 3+ Xbox families are out of luck. With 4 xboxes you would need to duplicate the Xbox Live/Gamepass memberships. You would make 2 of the xbox home consoles for 2 different accounts. Those accounts would need Live/GamePass each. The other 2 accounts without live would use the home xbox consoles.
The cheapest way would be the GamePass ultimate games only. For everyone to play a non-gamepass game on all consoles would at least require 2 purchases of the game, which of course only do it digitally.

We both have Gold and Gamepass on 2 Xboxes but only pay for one.
Log into your account on their Xbox and set it as Home
Log into their account on your Xbox and set it as Home
Delete your Profile from their Xbox and their Profile from yours.
Anything you buy including Games, DLC, Gold, Games with Gold, Game Pass and EA Vault will be shared between both Consoles.
Yes, you can both be Online and even playing the same game. Any game you buy they will get a free copy of if you buy it digitally.

Yes that is a way I guess, but you get to the same result of just 2. If their account does not have Gold/Gamepass, I am not sure you actually did anything. Setting the home option is to allow the sharing of Gold/Gamepass to all accounts on a singular XBox.
I actually have 3 xboxes there is not a way so far to get 3 to work with Gold/Gamepass with 3 different accounts (2 being non-Gold/Gamepass). It will work for a few minutes sometimes, but then eventually it figures it out.
The Home Xbox can play any game with anyone logged in. My parent account (has live/gamepass) can use any xbox to play any game. A non-live/gamepass user cannot use 3rd XBox if I am logged into another one playing.
If I am not using my account, a non-live/gamepass user can login to a non home xbox as me and then as themselves and play any game. The parent account has to be logged in though. If I then login with my account to another xbox, it will logout any non-home xbox using my account and that person will no longer be able to use the game they are playing.
I should mention this is for online play or digital downloaded games. Physical disks are excluded, but you have to have the disk.
4 xboxes will require multiple subscriptions, but you can get away with just 2 subscriptions needed.
