Indian Hawthorne's have serrated leaves. From your pic I don't see any serration but I can see the leaves are longer than Indian Hawthorne which is why I say its a Cleyera.

Yep, japonica. Have some in my yard. Indian hawthorns and japonicas both have a sort of whitish cream seed looking bloom.

Japanese Clyera. The most maintenance free and disease resistant shrub I have ever had. Just need to trim them occasionally
