So, if a recruit were to walk up to Shaq on the sideline and ask him for a picture, Shaq would have to tell him no?

I saw somewhere that current WR commit Koy Moore works out with Saints CB Marshawn Lattimore in the off-season, so I’m going to guess it’s ok.
It's all in the definition of a booster, which is really really broad. In a manner of speaking, if you buy a hat with a team logo you could be called a booster.

Former players are most definitely affiliated and are boosters. So if Koy goes to tOSU, they have a problem. If Koy goes to anywhere else (since Lattimore isn't a booster) then no issue.

Vol is dead on... not coaches so not "bumps", so coincidental *cough* contact is unenforceable. Memorabilia or gifts, including pictures and autographs, makes it very enforceable and becomes multiple infractions at that point.

Wasn’t there an issue with Reggie Bush talking to Joe McKnight when USC was recruiting him?

It certainly didn't seem to matter when Reggie Bush called & pleaded with Joe Mcnight to go to USC

So how about examples like Randy Moss talking to WR recruits? Or Karl Malone talking to BB/FB recruits when he was here?

Rules have to get real squirrelly when it’s another player’s parent, I would guess.

Randy Moss and Karl Malone didn’t go to school here. They aren’t affiliated with this university. I’m also pretty sure neither one has ever meddled in the program. Their kids play/played here and they sometimes came to their games. That’s it.

Explayers of a University are considered "Boosters," so there's very specific things they can and cannot do.

FWIW, if a recruit initiates contact, they can talk to whomever they please, whenever. They are allowed to get information. The dead and quiet periods restrict face to face contact with coaches, but they can still talk by phone as often as they like by phone if they initiate it. A former player can't proactively recruit and initiate contact, but he can be a resource to the recruit.

I’d hate to see if you can take anything into context.

Pete Carroll called McKnight with Reggie Bush in the room with him "chatting"

I remember recruits taking pictures with Odell on the sideline of the game and getting lsu getting in trouble for it because it is not permitted.
